1. Describe the mission and purpose of the applied-for gTLD, including the intended registrants and users, and the related activities that have been or will be carried out to achieve this purpose. 1a. If applying for a variant of an existing gTLD, please also describe the mission and purpose of the existing gTLD, including the intended registrants and users, and the related activities that have been or will be carried out to achieve this purpose. 2. Explain how this purpose is sustainable over time.
The mission of .beijing is to establish a globally resolvable Internet namespace named after the City of Beijing, for registration and use by institutions, enterprises, and eligible individuals that have an identity, business, or service connection with Beijing. It will provide such parties with Internet naming, identification, information-display, and access tools that carry a clear city-related meaning. Expected registrants include public institutions, universities, research institutions, industry associations, non-profit organizations, enterprises, entities conducting business or implementing projects in Beijing, cultural and tourism service providers, international organizations, foreign institutions based in Beijing, and international cooperation projects. When the relevant conditions are mature, registration may also be opened to individuals with a lawful and genuine connection to Beijing. Registrants may use .beijing domain names for websites, email, applications, data directories, APIs, trusted data space entry points, agent service entry points, and other lawful Internet services. Registration services will be provided through eligible ICANN-accredited registrars under uniform, open, and transparent rules. A domain name itself only provides Internet naming, resolution, identification, and access functions. It does not naturally indicate an endorsement or certification by relevant Beijing authorities, ICANN, or any other organization of a registrant’s identity, qualifications, creditworthiness, security capabilities, data quality, or service quality. Nor does it replace administrative approval, professional certification, credit assessment, trademark rights, or determinations of data ownership. .beijing will apply a classified and tiered management approach. In addition to names reserved under ICANN requirements and applicable national laws and regulations, names relating to government affairs, administrative divisions, public services, major landmarks, sensitive terms, and other matters involving the public interest will be reserved or subject to registration restrictions. General names will be reviewed and registered under open and transparent rules. Where a name involves a brand, institutional name, project name, or other rights, the relevant qualifications, rights, or authorization relationship will be verified in accordance with applicable rules. The applicant will establish policies and procedures covering registration, renewal, transfer, suspension, cancellation, rights protection, complaint handling, dispute resolution, and domain name abuse mitigation. Technical services, including DNS, DNSSEC, EPP, RDAP, registry databases, data escrow, security monitoring, disaster recovery, and business continuity, will be provided by an ICANN-evaluated Registry Service Provider. Registration and renewal pricing will be classified according to the review requirements applicable to different categories of registrants and the corresponding service costs, and will be publicly disclosed. Rfegistrants and services within the same category will be subject to published and consistent pricing rules. Long-term sustainability will be supported by continuing registration and renewal demand, professional operations, necessary reserve funding, and phased market development. If revenue falls below expectations, priority will be given to core technical operations, security, compliance, customer service, and the continuity of existing registrations.

Provide a description and examples of how the TLD will be used in relationship to the city name.
The string .beijing is based on “Beijing,” the commonly used romanized spelling of the name of the City of Beijing. “Beijing” is widely used to identify the city in international communications, media, tourism, research, and commercial activities. Accordingly, the use of .beijing as a domain name will enable Internet users in China and other countries to readily recognize a connection between the relevant entity, content, business, project, or digital service and Beijing. This connection will be expressed primarily through the second-level domain name and its actual use. An entity may combine .beijing with its institutional name, brand name, project name, event name, service name, or another distinctive term to indicate that it conducts business in Beijing, implements a Beijing-related project, serves customers in Beijing, or provides content or services relating to Beijing’s culture, tourism, education, research, sports, exhibitions, city life, international exchanges, or digital-service scenarios. For example, an enterprise conducting business in Beijing, serving customers in Beijing, or implementing a Beijing-related project may use a name corresponding to its brand, business, or project. A university or research institution may use a name corresponding to a research project or international cooperation project. Scenic attractions, hotels, performances, sporting events, exhibitions, and cultural-creation entities may use relevant names to present Beijing’s cultural and tourism resources or city-life services. International organizations, foreign institutions based in Beijing, multinational enterprises, international conferences, and international cooperation projects may use names reflecting their activities or projects in Beijing. Data product operators, API service providers, model service providers, trusted data space participants, and agent service providers may use relevant domain names as naming, information-display, and access points for their services. A registrant will not be required to be registered in Beijing as the sole basis for establishing a city connection. Entities in China or other countries may apply on the basis of business conducted in Beijing, projects implemented in Beijing, customers served in Beijing, or another genuine connection with the city. Such connection may be demonstrated through statutory certificates, approval documents, registration information, authorization documents, evidence of rights, or other valid written evidence. Through these forms of use, .beijing will associate the Beijing city name with specific entities, businesses, projects, activities, and Internet resources, allowing the domain name to communicate a clear and recognizable connection with Beijing. The names and scenarios described above are illustrative only. Whether a particular name will be available for registration and how it may be allocated will be determined under the applicable registration policies and review results.
This question set collects information related to determining whether certain Safeguard Public Interest Commitments (Safeguard PICs) are required for the applied-for gTLD string. Answers to these questions will inform assessment by ICANN on whether and which Safeguard PICs must be incorporated in the applicable Registry Agreement (RA) if the string proceeds to delegation. The answers themselves will not automatically make such a determination.

Select Yes or No. Notes: 1. ICANN will evaluate whether an applied-for gTLD string requires one or more Safeguard Public Interest Commitments (Safeguard PICs) to be included in the Base RA). 2. In addition to the Mandatory Public Interest Commitments (PICs) that must be included in each Base RA, a subset of Base RAs must include Safeguard PICs based on ICANN’s Safeguard Assessment. See Section 7.8.2.3 Safeguard PICs. 3. Applying entities for TLDs that are not found to require Safeguard PICs can elect to add them to the applicable Base RAs voluntarily to, for example, further their business objectives, help address issues or concerns that are raised or could be raised with respect to their applications, or avoid the need for the evaluation and implementation of customized Registry Voluntary Commitment (RVC). See Section 7.8.3 Registry Voluntary Commitments (RVCs).
No
This question set collects information related to any Registry Voluntary Commitments (RVCs) that the applying entity is submitting. The decision to submit an RVC is typically voluntary, except for those recognized by ICANN to resolve an objection or to address GAC Consensus Advice. See Section 7.8.3 Registry Voluntary Commitments for more information.
1. Select Yes or No. 2. In addition to Safeguard Public Interest Commitments (PICs), an applying entity will be permitted to propose one or more Registry Voluntary Commitments (RVCs) to provide additional safeguards with regard to the registry operator’s operation of an applied-for gTLD string. See Section 7.8.3 Registry Voluntary Commitments (RVCs). 3. RVCs are separate from Community Registration Policies. See Section 7.8.3 Registry Voluntary Commitments (RVCs) and Section 7.8.4 Community Registration Policies for more information. If you are applying for a Community gTLD, please submit the Community Registration Policies by answering Questions 150-155. However, if you propose to include additional Registry Voluntary Commitments in the RA beyond the Community Registration Policies, you may answer "yes" and proceed to answer the following questions. 4. You are encouraged to consider whether there are other means, separate from including commitment(s) in the Base RA, that could be used to further your business objectives or help resolve any anticipated or actual issue(s) raised regarding the applied-for gTLD string or application. See Section 7.8.3 Registry Voluntary Commitments (RVCs). Notes: If you select “yes” to this question, you are required to pay the conditional Registry Commitments Evaluation fee, and commitments that are approved by ICANN will be included in Specification 11 of the applicable Base RA as specific voluntary public interest commitments as contractual obligations.
