Telegram FZ-LLC proposes .gram as a bespoke, dedicated namespace for the Telegram community — one of the largest and most active user communities of any messaging platform in the world. The mission for .gram is to give Telegram's users, creators, channel and group owners, and bot and mini-app developers a naming convention of their own, distinct from generic top-level domains, that reflects their identity and presence within the Telegram ecosystem. Telegram has approximately 1 billion monthly active users, yet no top-level domain today is dedicated to, or recognized as affiliated with, the Telegram ecosystem.[1] This is not a speculative gap: Telegram already has roughly 15 million Premium subscribers globally, and has raised over US$4 billion since founding, indicating an active, commercially engaged audience for .gram to serve. Intended Registrants and Users The Registry Operator anticipates registrants and users drawn from: ● Telegram users registering a persistent identity mirroring their Telegram handle or presence; ● Channel, group, and community owners operating on Telegram; ● Bot and mini-app developers building on the Telegram platform; ● Businesses and creators that monetize through Telegram, including Premium subscribers and in-app-purchase-based services; ● Telegram FZ-LLC and its affiliates, for platform-level and officially-branded Telegram resources; and ● Members of the general public without an existing Telegram Premium subscription, channel, group, or bot, registering through the standard open registration channel described below. Related Activities Registration under .gram follows a two-track model. Premium subscribers register a .gram domain that by default takes the form username.gram and resolves to their existing Telegram profile — mirroring the t.me/username convention — while retaining the ability to repoint the name elsewhere. Channels, groups, and bots register through a separate process, expected to follow an auction-style model consistent with the existing secondary market for Telegram usernames on Fragment.com. These two pathways reflect the Registry Operator's anticipated primary source of registration demand —not a restriction on who may register. Consistent with the Base Registry Agreement's prohibition on closed generic top-level domains (Specification 11, Section 3(d)), .gram will remain open to registration by the general public through ICANN-accredited registrars: no eligibility criterion will limit registration exclusively to Telegram Premium subscribers, channels, groups, or bots, or to the Registry Operator, the Applying Entity, or their Affiliates. A registrant without an existing Telegram account will be able to register any available .gram name through the standard registration channel, subject to the same policies and safeguards described elsewhere in this application. The Registry Operator will establish a stakeholder input channel with Telegram's community and trust & safety teams to inform the detailed rules for this model and its abuse policy, with particular attention to impersonation of official Telegram channels, bots, and support accounts. The Registry Operator's commitments under .gram are limited to naming infrastructure, independent of Telegram's platform-level content and data policies, and include the same legal-compliance obligations — sanctions screening and cooperation with lawful requests — applied to every other applied-for string. Sustainability Demand for .gram is anchored in the scale and durability of the underlying Telegram platform: an active user base in the hundreds of millions, an established subscription economy, and a multi-billion-dollar funding history together indicate a community that will persist, and continue generating registration and renewal demand, well beyond the term of the Registry Agreement.
